This problem is caused by damage to your installation of Market Samurai.
Firstly, please uninstall Market Samurai, via Start -> Control Panel -> Programs and Features.
Next, install/run Microsoft Fix-It, which is designed to clean up problems which can get in the way of uninstalling and reinstalling software.
If that doesn't do the trick, download and run a program called Revo Uninstaller, which is available on a free 30-day trial from here - this should help you remove any traces of Adobe AIR from your system which may be hanging around and mucking things up.
Then, remove C:\Program Files\Market Samurai and all the files within that folder.
Another folder which needs to be cleared out is often hidden, but can easily be accessed by copying the entire line of text below to your clipboard:
Just delete the entire contents of the folder, then try reinstalling.
